Steps to Reproduce

1. Select Agent
2. Click check box of pending agent
2. Review documents
3. Click Activate
4. Confirm

Expected Result

Agent status = Active, can login

Actual Result

Agency operations fully functional. Agent registration via Agency > Agents > Create Agent. Activation workflow available in agent list. Commission setup in agent edit form. Performance metrics on agent dashboard. Fixed authentication middleware on API routes. Commission processing page accessible with proper data loading.
